5-lug conversion problem

Car: 1991 s13 240sx fastback with ABS.

The passenger side of the rotor and brakes do not flush up. All of the caliper mounting bolts line up. The brake pads are off at least 1" from the rotor, not away from the rotor but 1" brake pad off. I.E. rotor side --> )) <--- brake pad 1" off. Is this normal or is there something wrong with my hub/rotor/brake caliper? The driverside and rears are ok and flush upm it just the passenger side thats like this.
