Not firing up because of spark or fuel?
Remove spark plug lead and hold it close to the head in a dark area, to see if there is a spark between the lead and the head. This will tell you if there is spark...
Determine this first...
If there is spark obviously it something else and could be a faulty injector.
I would say not fuel, but spark, need to check the rotor as mentioned previously.
What motor is this on? KA?
Offtopic, but how many coils does it have?
You said rotor so I am assuming one coil.
If there is spark - check fueling and also compression test
I would check fueling by removing the connectors to the other 3 injectors, and all the plug leads.
Determine if you can smell the fuel coming out the exaust when turning the engine (starting).
