I have a 4AT and do city/hwy driving. I leave the OD on most of the time and I get 33-35 MPG about every week. I only turn it off when I am really trying to get out in traffic and need the extra pick-up.
At 1500 miles, you are still not at the optimal MPG break in point but you should be getting better than 21-24. Have you considered your driving style or route? Lots of stoplights will drag it down as will fast take offs. I have noticed that most drivers take off way too fast (gun it at the green light) and this is a very big gas waster. I read that you should try to pretend there is an egg under the pedal, and as lame as that sounds, I have started doing that only to see 90% of the cars wizz past me. And then sit there as I roll by when the light has turned green.
Also, I live in VA as well but down in tidewater where it is FLAT. I know Richmond is hilly, so this may be something that may be affecting your MPG.
