is there anyway to read the trouble codes on a 3rd gen maxima(specifically 1991) with out a code reader?

Welcome to NICO!

Not really sure about manual reading, but if you know of a shop that has a Nissan Consult, that would be the way to go.

I work at a nissan shop and the Consult II's and III's give a far better reading than any code reader u can use for a nissan. it can also provide massive support for testing, programming, and tunning

I forget: Does the ECU have the diagnostic mode screw on the side of it (as shown here on a 4th gen ECU)? If so, the above procedure should still work. It's not unique to OBDII ECUs.
