Gate selection doesn't necessarily depend on turbo size. It really depends on a combination of power output and intended boost level.
For example, the use of a large turbo, running very low boost to obtain 300whp or so, would require a larger wastegate than a smaller turbo making the same hp running 20psi.
This is because the amount of exhaust bypassed is greater in the low-boost scenario than in the high-boost scenario. Both are puttin out the same exhaust quantity, but the high boost scenario would pass less of that exhaust through the wastegate.
So, basically, if you're planning for 300-400ish whp, the 38mm gate should do just fine with that turbo, or anything capable of putting down those numbers, on boost levels ranging from 12psi to 25psi.
