300zx turbo water line by pass HELP?

Whats up guy im new to the forum i have been have a few issues with my 300zx its auto tt i have a few basic upgrades turbo back exhaust,intake,pulleys
since i took it to a mechanic i saw he did some water line deletes most important short water line for the driver side turbo. It was also boosting at 9lbs now its only an 7psi max and it feels slow
The mechanic changes pass side turbo, oil pan gasket, main seal, and the water line delete dont know wats wrong any thing helps?

You should check to see if he disconnected the boost solenoids that control the boost pressure for the car. The wastegates are set at 7psi stock.

Thanks for the help i checked it out and everything looks good i did it by the book i have been noticing online that their is suppose to be a stock boost jet if that is true i did not see that.Also would a bad turbo or leaking turbo seal cause this?
