300zx running 5 psi

I have a 1990 300zx twin turbo. I am currently running only 5 psi. My boost solenoids are removed and I don't have a boost controller installed. Because of that I thought that it would knock me into safety boost which I thought was 7psi? I ran codes and am getting code 55 so I am lost. Any ideas? Any input at all will be much appreciated.

Check for a vacuum leak. May have a good size one. Are you going off a stock gauge or a aftermarket?

ok so you have no boost solenoids but you think it will go into safety boost without them? i dont know about the stock boost system but if you have the stock turbo wastage's hooked up to the plenum you will run stock boost... unhooked they will run a lot more... i mean the solenoids control the boost pressure.

Yes but the stock wastegate spring pressure is 7psi. So without the solenoids wouldn't it just run 7psi off of the eastegates? I'm going off of an autometer gauge
