IACV could be frozen up/stuck, take it off and clean or do the cheat by pulling hose to IACV with engine running and spraying a cleaner/wd-40.

Use a multimeter to verify the TPS output voltage (mine is 0.38 VDC) and test/clean the Air Regulator too. The idle speed screw should be adjusted to maintain an idle speed that is just below the normally ECM controlled idle speed. Set too high with the idle adjustment screw, the ECM can't control the idle speed like it should and set too low, the idle will be too low if the ECM fails.

Did the throttle body heating by-pass on my engine and now minus the length of tubing that heats the Air Regulator, the idle speed doesn't drop unless the car is in Drive at a full stop with my foot on the brake.
