30 amp ignition fuse blown by car thief

on my 91 240sx. I replaced fuse and now it clicks but does not turn over. seems to have lots of battery power. I guess i can hook up a jumper cable to starter motor and multi meter to see if it gets any juice when i turn ignition switch. i'm using ignition switch because thief took lock. the starter motor is quite new so i hope it didn't get burnt out .

Do you have a security system that might cut power to the starter? That would give those symptoms, as would a defective clutch interlock switch.
