2WD Fronty shocks...determining shock length for upgrade?

I'm looking to replace the OEM front shocks on my '02 2WD Frontier with something with more dampening and I'm seeing different lengths listed for this truck; from 10"-14". I've lowered the front 3" with the torsion bars cranked down, and now I'm wondering what length of new shock to get. Do I measure at full extension, at normal ride load...? Thanks for any input!
