240sx 97 TPS voltage help

I replaced my TPS with a new one and have a voltage tester but with the readings I’m getting I want to know what I did wrong.

It’s a 1997 ka24de.

I’m testing the middle red wire of the grey/black bottom connector of the TPS with the key turned so it’s on without the engine running so powers connected. The reading is up all the way at 12.05v so either I’m an idiot and did something super wrong or something is wrong. I have the multimeter set to 20 on DCV too.

The bottom one is the throttle position switch. It's an on/off switch and should be getting battery voltage to the middle wire.
