240sx KA24E idle surge on startup

Idle surges on startup. Does not matter hot or cold engine, full tank or empty. Replaced all Vacuum hoses, checked for possible vacuum leaks/cracks by injectors, intake... Possibly fuel/injector/electrical issue? I'm stumped.

Also cleaned electrical plugs; maf, injectors, throttle body, TPS, pair valve connectors

have you checked ignition timing? checked for codes on the ecu? attempted to set base idle (adjusted idle set screw)?
