240sx EGR/Emission issues

Okay so my 240 is giving me some emission problems. IT WONT PASS. I tested it last weekend and everything passed but the NOx levels so I'm thinking maybe its the ERG. CEL is giving me a code 35 (EGR temp sensor). I checked the EGR with the hose vacume technique and I felt a little bit of suction, maybe clogged I'm not sure. So what I'm trying to figure out is how should I tackle this problem first? I want to replace the Temp sensor eventually but that's not the reason why my NOx is high from the research I've done. ANY HELP IS GREATLY APPRECIATED!! Thnx
