I have a 93 with out ABS and i have a 93 parts with abs. I have to switch rear sub frames so i put the abs one on to the non abs. The ebrake doesnt lock up if im driving and I try to use it. It will only keep the car in park. So I was wondering sence I have the abs rotors with non abs calipers is that the reason they wont lock up while moving?

Speaking specifically, the parking brake was not designed to allow the driver to lock the rear wheels while driving.

If you put new brake parts on the car, the pads and rotors will not create enough friction when new to lock the wheels as easily as the older, seated-in brakes.

very few e-brakes will lock the wheels while driving straight. new brakes will make virtually no difference there

You can try to adjust the nut on your e-brake handle, but that will only work to a certain point. My e-brake has never been able to lock up my tires when driving.
