There is a plug by the fuse box under the hood, on the passenger side. There are two plugs. Unplug the top one and see if that fixes it. It is the transmission rev sensor (I think that's what it is called). It sometimes go out. When you unplug that, the shifting will default on the speedometer. I had to do this to the GF's vert.

My A/T won't shift out of first if I drive too slow, like ~23mph for too long, or start slow from a stop. If I can't get it to shift by slowing down and speeding back up or revving hard, I'll have to stop and turn the car off and back on. Rarely happens now, though sometimes in the past it happened a lot. Someone said it was because the car had been in an accident in the past, I guess he was thinking it was a transmission/gear problem(?). Once my car is running again I'll have to try pulling that plug. I did replace my Throttle Position Sensor (TPS) but that didn't do anything.
