does it bounce off like how rev limiter does? Like rrrRRRdaarrRRRdaarrrRRRdaa

You might have a problem with your 5th gear sensor. The ecu is designed to govern the top speed of the car. One way is when it gets to ~5000 rpms in 5th gear it will cut the fuel. Just like a rev limiter.

If you're sensor got stuck in 5th or something, it might think you are always in 5th. When it gets to about 5000 rpms the ecu might be thinking you are closing in on 120mph.

It does this in nuetral as well. This govenor is only gear speed related. It doesn;t really know how fast you're going, just at what rpm and what gear it is.

You can unplug that sensor and see if it will rev any higher.
