The 4 wheel steering system on the 240sx is called HICAS and only works at high speeds. It works by turning the rear wheels in the opposite direction you turn the steering wheel, therefore, increasing stability and handling. However, many people don't like this feature because it robs the 240 of it's playful rear-end characteristics and many companies now offer kits to remove the HICAS effect. Not sure how to tell if it's working since my car didn't come with HICAS but I heard there's a HICAS indicator in the dash that lights up when it's not functioning properly.

There is a diagram that shows kinda how it works. Go to http://www.socal240sx.org and go to the FAQ section and click on "What is HICAS?" It doesn't just work at high speeds I would say it usually kicks on at about 30mph. It not that bad of a system you just need to get used to it. It's actually kinda fun cause you can push your car even further on a track.
