240 Running BAD, Will tune Up Help ?

My 240 is running real bad ive had it for like 5000 miles now and im gonna tune it up this week i dont know when was the last time the last owners did a tune up but my 240 Is running horrible, im getitng bad Gas Mileage plus i keep getting smoked by Accord's and Eclipses.. wtf ? Anyways, My Timing is also off im pretty sure since my car hiccups at low RPM's.. Could anything else be the problem ? Will a tune up with new spark plug's/wires, dist rotor/cap, oil change, fuel filter, air filter make a diff ? And do i need to change the O2 Sensor ?

Oh and btw it just hit 117,000 miles and its an auto 89 FB.

Get the service history and look at all the receipts from the previous owner(s).

If it looks like it needs a "Tune up" from the above then go ahead and do one. It won't hurt anything but your wallet if done right.
