You need to pull the pump and sub-sensor to isolate where the problem is, there's no way to do it with them connected. Ohm the sensors, the main should read about 45 ohms full and 141 ohms empty, the sub should read 6 ohms full and 141 ohms empty. They're connected in series, so to validate the cross wiring, reconnect the sub to main and measure again. You should see the sum of the two floats, 51 ohms full and 282 ohms empty. Run the floats up and down slowly looking for glitches in the readings, if you find any then that sensor is probably your culprit.
If you don't find anything with the senders, check for voltage on pin 5 at the F/P connector pin 5 with the key on, it will be either Lavender/Blue (Korea make) or Green/Blue (US, Japan make). It's probably 5V but might be battery voltage, but it shouldn't be zero. Then ohm pin 2 to the chassis with the key off, Lavender/Black (Korea) or Green/Black (US, Japan). That should read continuity (near zero ohms). If either of those readings are off, there's a wiring issue between the floats and the cluster. The most likely culprit for wiring is corrosion in the big SMJ connector near the passenger kick panel, which mates the #2 Body harness to the Main harness.
