2016 QX80 Headlamp Washer Issue

After the first frost, one of my headlamp washers broke. I was able to find the cover, but not the rest of the assembly. Does anyone know how these work? Are they mechanical or it is just water pressure that causes them to rise and spray? I am wondering if I could simply plug the hole and glue on the cover, rather than spending $1,000 to repair it.

based on the parts diagram, it's all linked to the same washer tank. so it's pressurized from the one washer pump
