Probably the same reason you guys get heated seats standard in the SV where it isn't even offered as an option in the states. Also, you guys get a low washer fluid sensor. For some reason in the US we don't get that. I think this is a bit stupid (you guys not getting FCW, us not getting the option for heated seats in the SV).

Many of the reviews/blogs in Canadian websites listed it has 'Forward-Collision Warning (FCW)'.

But when I checked the brochure or http://www.nissan.ca/en/ I did not see any mention of this feature.
Also when I asked the Nissan dealer salesman (in the process of buying an SL with premium) - he said he never heard it.
Can any current Canadian owner of the 2014 Rogue SL with Premium pkg confirm if FCW is part of Premium pkg or not?
I may cancel the order and may be wait and see if 2015 will have the FCW. To me FCW is the most helpful compared to other warning.

Current Canadian owner of the 2014 Rogue SL with Premium pkg here. There is no FCW and I'm pretty annoyed about it.
I tweeted Nissan Canada about it. This is the DM I got in reply;
