2012 Rogue LED foglight question

hey guys
so i've got a 2012 rogue sv with the halogen bulbs.
I added in the oem foglights and one burnt out. I took this as an opportunity to "upgrade" to LEDs.
With this i've been learning a ton and haven't been able to find all the answers to my questions so I was hoping to ask it here.

first off, i tried to find plug-n-play led replacements for the h8 foglights and while I found brand name ones at crazy ~100 prices, i also saw this one for $11 and bought it http://www.ebay.com/itm/142145416187?

I installed it this weekend, and it is SO bright (and 6000k white) that it looks stronger than my actual factory halogen headlight bulbs, so naturally i need to now upgrade the headlights.
reading over here I found that hid arc lights would be the brightest, but to cause glare and lack of hid legal projectors that aren't expensive make me lean towards LEDs, and here is my confusion.

I see so many headlight h11 bulbs that have built-in fans, built in heatsinks (round or ribbon), and then the bulbs with no heat sink at all.
So my question is if 1) are heatsinks in headlights really necessary? (i assume it lengthens lifespan but by how much?)
and 2) if they are necessary in headlights then why aren't they necessary for foglights? (or are they necessary for foglights too?)
and 3) which cheap and very strong LED headlights would you recommend?

From what I've seen, the LEDs without heatsinks trend to be marketed for fog lights (with headlights as an afterthought but mentioned too)

on a side note, my 2012 SV now has added in: leather, wood trim, nav system, oem fog lights +LED , integrated/hidden dashcam, integrated/hidden valentine1 radar, and i just started debadging with the nissan logo on the back (though it still has a bit of a shaded ring around it). I love these projects!
