my wife pick up a 2012 rogue special edition the stereo control and cruise control on steering wheel don't work and as of last night the horn stop working i look for a fuse found none but when i put 12 volts to horn it work any suggestion as to what to test or what goes wrong in the steering wheel. where is the horn relay located .??thanks

I am an electriian IBEW and you may have what is refered to as "electrosis mortalis" - whereas many of your car's connections , relay & switch contacts etc. have a kind of corroded / degraded surfaces . Usually due to localle as in Sea water , Sea coast , road salt ,tornado debris cattle feces ,whatever and can be a bear to track & replace those affected electrical parts .
p.s. Don't introduce 12V unless you got a fuse inline on that "jumper" . AND ya need to disconnect(IF you had not) parts like that horn so as NOT to backfeed upstream ckts With your "12V test" - presents PROBLEMS !

check the steering wheel clock spring first than go from there.
