2011 Versa S keyless control module exists yet not programma

I have a 2011 Versa S Sedan with power locks and supposedly no keyless entry. My car does have the keyless control module back to the left of the glovebox and was verified at the dealership yet it still cannot be programmed with keyless entry. Is there another piece to the system missing? The BCM says it cannot be given factory keyless entry.
The part number is 28595.

You don't have the receiver. You don't have the keyless lock/unlock buttons.

This is soublighter. Then what is the keyless module behind and to the left of the glovebox with an antenna inside it? I was with the parts guy and he showed me the parts to the keyless entry system and I had them. I'm assuming it's the BCM keeping me from programming it. And I do have a remote I bought for my model car for $15, I just can't get it into program mode and the dealership can't explain why.

Well if your parts guy knows what he is talking about - why don't you ask him.

If you have wired your door actuaters properly to the BCM and add a door lock/unlock switch, or if you alredy have power lock/unlock doors you can program a keyfob. All you need to do is change the configuration of the BCM from "without keyless entry" to " with keyless entry".
