You mean no backlighting with the headlights, or blacked out and no function?

went thru the manual every thing has the same red and yellow with silver bar for the lighting the all say they are metered? 12v to them is full dim basically off i tried hot wiring the circuit but that was pointless seems there is a relay or something fried not sure what to look for, man this is just stupid.

Okay, this is important, is it only the items you named, or are all the interior backlights dimmed out? I.e., hazard switch, VDC switch, steering wheel switches, etc? If they're all out, check pin 7 of the big SMJ connector M77:E105 for corrosion and/or water intrusion. The SMJ is near the LH kick panel, go to INL-41 in the SM for a layout. The backlighting works off the taillamp relay, so if your taillamps aren't dim then the relay isn't the problem. However, the illumination does have it's own wire coming out of the IPDM and it could be a bad contact there, it's pin 37 on E14, go to INL-38 for a connector layout and PG-101 for the IPDM layout. If both of those connections are healthy and there's power at both, you have a busted wire someplace in the Main Harness past the SMJ.

If your ground wire shows hot then it isn't grounded. On the gen1 Rogue the illumination all grounds through the cluster, so you may have a break in the wire or a bad cluster. You can test it by jumping ground into the cluster connector (pin 13) with a back-probe (connector hooked up). The output on the cluster is open-collector, so you can't hurt it with a ground jumper. If the lights turn on when jumped then you have a bad transistor in the cluster or a bad pin-fit in the cluster connector, if they remain out then you have a broken wire.

PS - If it's a broken wire, rather than fighting to try to locate it, just scotchlok a new wire in between the cluster and the handiest illuminated part (probably the VDC switch). If it's the cluster and you don't want to replace it, you can just ground the wire to the body at any point in the circuit, but you'll lose dimming control.

The quickest way to isolate the break will be to jump ground into the circuit at the various bulbs and see what turns on and what doesn't. Here's your checklist of what's on the yellow wire (besides the cluster, which is the ground source):
Audio or Navi Unit
Hazard Switch
VDC Switch
HVAC Control
Steering Wheel Switches
Glove Box Lamp
Shift Selector
Overhead Map/Mood Lamp (if equipped)
AWD Switch (if equipped)
Heated Seat Switches (if equipped)
