My steering wheel makes a faint noise when it is raised, lowered, or moved in and outward. My dealer told me there is no way to lubricate any of the parts and they must be replaced, but the warranty won't pay until the motor actually stops working. Apparently sounds are not covered, LOL.
Your trouble seems like a case of pieces actually rubbing against each other.
After scratching my head I came up with one idea. Remove the lower dash trim around the steering wheel, contort yourself so you can use a flash light to see up inside the area, and have someone turn the wheel left and right with the engine running. Maybe you will see what's rubbing and see how to fix it. Failing that, perhaps moving the wheel inward or outward, up or down, will put it in a position that won't cause rubbing.
