2008 g37 with fault code p1091

Hi everyone. Bought a 2008 g37 with no warranty. It has 88k. It recently went into limp mode. 1200 rpm max. My friend has a consult III. Scanned the car and found fault p1091, vvel act mot pwr. When I clear the fault it comes back instantly before I even start the car. I removed the connector for the top vvel motor and checked power with the key on. No voltage. I did some reading and swapped the vvel relay with the pwm relay. fans come on with the vvel relay, so it it good. I removed the vvel and checked for signs of corrosion. none found. checked continuity between the relay harness and the vvel module harness. I think pin 24 and the 2 harness at the relay had continuity. if I start the car with the module removed it has the same fault, and no more. what powers the harness to the vvel motors? the module I assume. Sorry for the long post. thanks guy, feel free to move if this needs to be in another section.
