2008 AC Radiator Fan

The driver side radiator fan is not spinning up. I noticed when I was stopped in traffic in 105 degrees.

I drove home and pop my hood with the A/C running and the driver side fan was not spinning. By that time though, driving with the forced air through the grill had lowered the engine temp by driving.

Are the fans sequential in the car and the second only spins at a certain temp? My thought is both should turn on with the A/C on.

How do I troubleshoot this?
