2007 quest Blow fan keeps blowing when knob all the way off

While driving with the AV and blower on I turned off the fan but it is still blowing at small rate, when the van is running. Any Idea how to stop that?

It's a little weird for the blower to be operating "at a small rate" when the system is off. The blowers do become uncontrollable when the VBC (blower resistor) fails short-circuit, but then they blow at full speed all the time. Is your system Manual or Auto?

It is auto, not sure if it matters, but AC was on too.

With Auto, the system will never kill the blower when the HVAC is alive. You need to hit the "Off" button. That's the only way to completely kill the fan, you can't do it using the fan speed buttons. Even with the Auto lamp out, you can only dial the blower to minimum, not turn it off. On Auto, if the cabin temperature is close to the set temp, it will dial itself to minimum and match the cabin temperature at the outlets. That's just the way Nissan Auto systems work, it's normal.

Actually it does blow full blast regardless of where the knob it ... off button? I have always just used the dial knob

That's a Manual control, not Auto. The Auto control looks like ATC-27 here:

If it's running full blast all the time, your VBC (blower resistor) is melted short. Normally I'd recommend changing both the blower motor and VBC, since melted VBC's are usually the result of a motor drawing too much startup current. However, on an older Quest, the whole dash needs to come out to replace the blower. So try a VBC first and see if it holds up. If it doesn't, you'll need to bite the bullet and replace the blower too.
