CarFax reported clean, 1 owner. However looks like there are records of regular interval oil changes up to 06/2010 then just kind of stop...Rotors/Drum resurfaced around ~28k miles no records since then.

I asked about the oil consumption issue his response was:The vehicle is new looking, but it is a 2007. There have been areas that have had touch up paint applied. The engine has not been replaced. We inspected the vehicle and did an oil/lube/filter change, air filter, nitrogen inflation to the tires, new wipers, new seat belt guide, and new drive belts (fan/compressor). The tires are at 60-100% depending on the tire, they are all coopers, the front are 50r17, the rear are 45r17
We have this priced accordingly. The vehicle is clean, but like anything 6 years old it is not perfect."
No, we would have done our standard inspection and looked for leaks, but with it not losing oil or smoking, we would not have done an oil consumption test to this or any vehicle. The carfax does not indicate any history of this test being done/requested, but that is all the info I have on that.
1. How much should I offer?
2. Why is there a huge gap between KBB & TMV?
The car looks clean but I have to drive about 4 hours to get it.
