2006 SE Steering wheel controls not working

I apologize if this is a repeat. Just bought a 06 SE. There seems to be no power to steering wheel. The horn, cruise control and audio controls are all unresponsive. I've read this is normally clock spring, but also read that air bag light would be on if spring? I checked some fuses but found none blown? Please help, thanks for your time.
