2006 Nissan altima ser 3.5 lower hose is always cold

I am trying to figure out why my lower hose is always cold. Yesterday I changed the water pump and vacuum system to add coolant. I took care for a 1 hour drive and everything seems normal to me. I put a scan tool and the temps averaged about 217-219 degrees and stop and go was 224-226 degrees the gauge in the car is just a tad under the middle. I am cant find anything on what is consider normal temp and what is considered starting to overheat. Hopefully someones has some insight on this.
