If you stand in front of the grill and turn it counterclockwise, it should turn the whole pulley. If there is so much resistance that you need a cheater bar, or the bolt comes loose while the pulley stays stationary, then you have a locked engine.
What made the previous owner think that the engine is blown that is not obvious to you?
Well, good news is that it turns in the normal direction. Very notchy, but it turns,
there are some questions I'd like to clarify. Could you please address them?
1. The battery seems like it's trying. Did you try to jump it? Is it the same "new" one you tried with yesterday or is,it another?
2. Does the crank turn as easily when you go the other direction?
3. What info/knowledge did the previous owner have to make him/her think the engine is toast?
Does it act the same way with everything connected? - air intake tube and MAF sensor electrical plug as well as the crank and cam sensor
