Ok as described, when I press the center button of the steering the horn doesn't blow,

What I have tried so far.
1 - push the door lock button on remote - Horn Chirps
2 - push the panic button on remote = Horn blasts
3 - no need to , but DID , tested the 10 amp horn fuse on the fuse panel next to the battery and it was good.
4- no need to, but DID, touched the horn relay on the same fuse panel and felt the relay clicking when I pushed the Panic Button on the remote.

So the horns DO work, just not by pushing the steering wheel horn button.

I don't see a horn fuse on the IPDM, but there may be one - if someone could confirm there ISN'T one that would be great
I don't see a horn fuse in the interior fuse panel either.

The only thing that comes to mind is that the Clock Spring is toast and not transferring the horn signal to the module that blasts the horn.

Anyone else have idea to diagnose the problem?

The only horn fuse is the one in the fuse&link box you checked. The relay can be driven in parallel by either the IPDM or the contacts in the wheel, so the fact that it works from the fob means the IPDM branch of the circuit is fine but the branch in the steering column isn't making contact. So your hunch about the clockspring is probably correct. Note that it isn't unusual for clockspring circuits to "pop" one by one over time, so the fact that other buttons may be working for now doesn't mean much. If you want to confirm the issue, consult the wiring diagram and find the pin where the horn wire enters the clockspring, then jumper ground to that pin. If the horn blows, it means the column wiring is fine and the problem is upstream. Since horn contacts rarely fail, that leaves the clockspring.

Thank you @vstar650CL for your insight...and confirmation of my suspicions

The car DOES have 262K+ Miles so that is a lot of wheel turnings in its life.

Yep. If they all lived that long, no one would ever complain much.

Tried the horn while the wheel was turned hard, and the horn worked like you said it would.

Found a OEM Clock Spring for about $180, then they told me based on my VIN that that was the wrong one and the correct one would be $265. Yeah not doing that
Went ahead and bought a cheapo one off of ebay....for $30.00 I feel dirty doing that .

Put the new one in today...less than an hour to do.

Horn works, radio buttons work and I have yet to test cruise....
