The TSB was updated for "salt states", which are northern states with cold winters that use road salt, in January 2015 (NTB11-064i). The new TSB requires inspection of both driver and passenger sides. If there is any rust perforation (holes) in "area 1" (down near the frame rail) on either side, the car is deemed non-repairable. The dealer keeps the vehicle and gives you a rental car. The Nissan buyback process begins.
This probably makes sense as these trucks have depreciated in value since the original TSB came out, and the new repair process is more extensive, and expensive The dealer now orders a repair kit that requires installation of some new sheetmetal. You can read the TSB for the details.
I expect Canada's TSB is very similar to this.
They pretty much pay retail value for the vehicle if I remember correctly.
