You have multiple problems, so let's take this one at a time:
Tilt Motor: This is controlled by the BCM and also has a circuit breaker in the power path. See STC-12 here for the wiring diagram:

If the tilt and telescope are both inop, then the problem is likely either a bum circuit breaker or a bad ground at the T/T switch. If only the tilt doesn't work, put a test lamp across the tilt motor connector and see if it lights when you work the tilt switch. If it does, then you have a bum motor that's open circuit. If it doesn't, put a voltmeter on the Pink/Blue and Purple/Red wires at the switch and see if they go from voltage to ground when the switch is operated. If not you have a bad switch, if so you have a bad BCM.
Room Lamp: Exactly which lamps are out, and do they respond to manual switching or are they just out with the doors? If the front and rear dome lights are both out then you have a power problem in the wiring to the roof (assuming the fuse actually is good -- did you use a test lamp to check it?). If only the front is out then you may have a bad switch assembly.
Mirrors: The door mirrors are a straightforward grounding switch setup, see GW-116 here:

Again assuming that the fuse is good, use a test lamp to check for a light between Pink/Black and Black at the mirror switch. If it has power and ground then the switch is probably shot.
Cruise: Does the CC lamp come on when you hit the on/off button? If not, either your wheel switches or your clockspring are probably going bad (more likely the clockspring). If it does come on but won't set a speed, the first thing to check is the brake pedal switch.
