2003 G35 Changing the pads and rotors seem too small

Changing the pads and rotors on my 03 G35 sedan and the calipers say Tokico on the back and the rotors seem too small because the pads hang off the rotors about an inch. They are the right size rotors. I don't know if somebody swapped calipers prior to me or not.

Sounds like because the pads should fully engage the rotors.
