Alrighty - next post in a series of posts.....so far, I have rebuilt the ECM (via circuit board medics), which helped cure rough idle, along with an IAC replacement, this was causing a short in the ECSS fuse under the hood. Next thing to repair was the smart entrance control unit, which was causing a short in Fuse #24 inside the car, next thing to repair was a P0302 code, which was corrected by a new Nissan spark plug (or wire jiggle that was a by product of changing the plug!!). In any case, I am now too deep in this car and one way or the other, she is gonna run without any codes!

Now I have the P0430 and P0420 (which came up about 8 to 10 months ago and stayed on a for a few weeks and then left). My question is - should I even bother to look for vacuum leaks or should I go straight to Chevron Techron and then if that does not work, change out each cat?

definitely rule out vacuum, or small exhaust leaks, like missing seal ring on bottom of cat or broken spot welds on heat shielding.
