2002 Nissan Altima Stopping Roughly

I have a 2002 Nissan Atlima 2.5 4 cyl, and right after I bought it I noticed that it was stopping roughly with pulsation. So, I put all new pads and rotors on the front that helped some but now it feels like the brakes are grabbing and there is a small pulsation. When you get close to coming to a complete stop you can feel it pretty bad its like the brakes are grabbing and it rocks you back and forth. Any Idea on what it could be maybe the caliper or something like tie rods? Any help is appreciated thanks for you time.
