2002 Frontier - Ignition switch will not turn

2002 Frontier XE King Cab, 2.4 liter, auto trans. The truck was literally just dropped off last night by the seller. Went to start it this morning and...

The ignition key will not turn with the key in the ignition switch, trans selector in PARK, brake pedal depressed. The steering wheel is in the LOCKED position. Tried shooting a small amount of graphite lube into key lock with no success. It feels the same as when you use the wrong key and the tumblers don't turn in the switch.

What things should I check in sequence? I believe if the battery voltage is low the car will not shift out of PARK? I have the FSM in PDF that I found online but a first look could not find the ignition switch diagnostic. I also have a Haynes manual from the seller.
