The headlights go off even as I am at a standstill
I changed bulbs still go off
The high beams work fine
What could it be?

The reason I asked is that on Canadian models equipped with DRL's, the DRL module can cause the problem you're experiencing.
I suggest you look at or download the 2001 FSM, and start looking at the circuitry. You may be able to narrow it down using the schematics.
