2001 QX4 - No AC, Vent position not changing with controls

2001 QX4, the automatic climate control blows through the face vents only, regardless of which vent position is selected on the display. Also, selecting full-hot does not deliver hot air even if the engine coolant is warmed up.

Additionally, the A/C is not blowing cold, when I hook up my gauges to the system the high side never moves (stays at static pressure, even though it sounds like the compressor is kicking on and the low side pressure does draw down a little. I evacuated the sytem and added refrigerant. Could the compressor be too weak to build pressure even though it's running?

Follow up, if anyone is interested to know:
The actuator for the vent position (called the mode door motor) is *missing*, and the actuator rod is tied in place to direct airflow to the face vents only.
The actuator for the blend door (temperature control) is present, but does not seem to work.
