Try driving in weather warmer than -25C.

If bleeding the coolant system doesn't help, you might try looking for a warmer thermostat. Car companies used to make thermostats that ran hotter or cooler, but I haven't seen them for a while now. A quick search on a few online parts stores and I didn't find any thermostats that ran at anything but 170F.

Did the air suddenly get cooler after the thermostat was changed and the coolant flushed, or has it been like this for a while?
