2001 pathfinder air conditioner problem-74000 mi

ac pressure redings ok, no leaks of freon. if I put car in netural or park and rev engine to 1500 rpm ac clutch engages on and off very rapidly about every 2-3 secomds. When driving at same rpm chluch works fine and air is nice and cold. In neutral at idle speed no problems no problems. My mechanic can't find any problems with system.
ANY SUGGESTIONS

Just to clarify, it only happens if the engine is at a constant 1500 RPM, and only if the car is not in Drive?

yes, only at 1500 rpm in neutral
