2001 nissan pathfinder foglight

Okay so my passenger side fog light is dimmer than the other. I tested the voltage going to it and its low. I cleaned the ground and nothing happened. I went to the relay and all is normal. Does anyone know how to fix this?

He wrote in his post he checked voltage and it is lower on the one side so it can't just be a bad bulb
