2001 I30 engine code p0141

Had the O2 sensore replaces after throwing code p0135. immediately got a p0141. mechanic says it does not seem to be getting power or something as reading on some scope he used showed a steady .029 I think. He wants to check for shorts between sensor and wherever. Is there a fuse that might casue this to happen. The catalytic convertor showed 'not ready' too. I don't know anything about this stuff. help!

I believe the cat showing "not ready" just means the system can't get an accurate reading from the O2 sensors as the cat isn't up to operating temperature yet.
