2000 Sentra GXE blows cold air

Hey guys, I've got a 2000 Sentra GXE that blows cold air with the heater on at idle. When the car is moving (or the engine revved) the car blows hot air like it should with the heater on. I've had both the radiator and thermostat replaced (for differing issues within the last 12 months). Any ideas on what might cause this problem or anything I can try to troubleshoot?
