Most state laws required passing SMOG check before transfer of ownership. Maybe be different for Ontario.
Cars equipped with NATS (Nissan Anti Theft System) requires NATS keys whose NATS IDs are stored in the NATS IMMU (Immobilizer Unit in the Ignition Cylinder) and ECM (Engine Control Module). If the 'computer' (ECM) has been replaced, then there will be a mismatch between NATS key and ECM stored data. So a NATS malfuntction is detected, preventing starting of the car.
If the Security light remains ON after switching Ignition to ON, you have a problem with the NATS. This will require reprogramming at the dealership. Bring all the ALL the NATS key that you have during reprogramming. Cost is @ $150 depending on location/dealership.
You might as well have the car scanned for any trouble code..
