2000 I30T HID lights work sometimes

Having issues with the OEM HID lights on our 2000 I30T. Usually when using the turn signal, when it clicks off after you've turned, a light will sometimes go out. Odd, but other times the light just goes out by itself. Sometimes we can cycle the power from auto headlamps to off, back on and they will work fine, but not always. Now it's doing it on both lights. Is this most likely ballast related, or bulb related, or neither, a short somewhere or something? Any ideas on what to do to test anything?

Sounds to me like a switch issue. That's the only way I can see the turn signals having anything to do with the headlights. I may be wrong though.
