I have a 2000 I30 and the air conditioning isn't working to well and when its on the car is making alot of noise from the radiator fan., it seems to be "jiggling" around quite a bit.

I also noticed one if the fans isn't spinning at all. It seems to be off and on, how are the raidiator fans tied to the air conditioning, would a replacement of this assembly correct the air conditing as well?

You have to fix the cooling fan first. Aside from airconditioning, it also helps cool down the engine.

The cooling fan operation is controlled by the ECM as a function of vehicle speed, coolant temp, refrigerant/freon pressure and AC ON/OFF status. We'll only cover the situation with the car static. With AC OFF, cooling fan is OFF, unless the coolant temp goes beyond 203F where it starts running at LOW speed, then HIGH if temp exceeds 221F.

If the AC is ON. and freon pressure is <229 PSI, cooling fan runs at LOW speed then switches to HIGH speed if coolant temp is >203F. If freon pressure is >229 PSI, cooling fan runs at LOW speed

You may have a defective fan or relay. As for the other fan which is noisy, you have to find the cause of the vibration.

You have to check the fuses and Cooling Fan Relays - CFR-1is for LOW speed while CFR-2 and CFR-3 are for the HIGH speed operation for Motor-1 and Motor-2, respectively. Refer to the attached link to FSM. Go to page EC-492 and 493 for the wiring diagram of the relays and cooling fans. Follow the diagnostic procedure starting on page EC-494.
